Lagmansgården Reform School, Jakobstad

When Senate Properties, the Finnish government’s property expert, set out to deliver the new Lagmansgården Reform School complex in Jakobstad, the bar was set high. This was an exceptionally demanding public-sector project where strict security requirements, high-quality architecture, and ambitious environmental goals needed to be seamlessly integrated. Jake, responsible for the building contract, met the challenge with flexibility and strong local expertise.

Lagmansgården’s new reform school has received widespread attention as it was completed as the Senate Group’s lowest-carbon construction project to date. The building complex’s carbon footprint was minimized through compact design, the use of timber structures, emission reductions during construction, and energy-efficient solutions such as geothermal energy. The nearly 3,000-square-meter facility addresses demanding societal needs, and significant emphasis was placed on architectural details and functional security throughout the planning process.

High Standards Require Strong Collaboration

Because Lagmansgården was delivered through a multiple-prime contract—where the client’s expectations for both execution and final results were exceptionally high—effective collaboration between all parties was critical. According to Kimmo Autio, Construction Manager for Senate Properties’ Western Finland region, the foundation for the successful partnership was established early in the project.

“The mutual trust and collaboration continued to deepen throughout the project,” says Kimmo Autio.

Jake’s organization successfully met the strict requirements of the Finnish state administration while maintaining a flexible approach. Autio highlights Jake’s ability to leverage regional resources and supplier networks to move the project forward efficiently.

“Jake’s greatest strength is its local presence, strong supplier networks, and the flexibility that comes with them,” says Kimmo Autio.

Lagmansgården’s modern reform school complex, representing the highest standards of Nordic design and construction, was completed exactly as planned in 2025. Today, Lagmansgården stands as a tangible example of what can be achieved when local agility meets the rigorous requirements of the public sector.
